The City of Dallas, TX (population 1.3 million) seeks an accomplished, ethical, and independent professional to serve as its Inspector General. This executive position is responsible for overseeing the Inspector General Division, ensuring integrity, transparency, and accountability in municipal operations. Reporting directly to the Mayor and City Council, the Inspector General leads a team comprising a Chief Integrity Officer, attorneys, investigators, and support personnel. The Inspector General will be responsible for the development of the department structure as the division was previously housed within the City Attorney’s office.

Key Responsibilities:

  • Direct and oversee independent investigations into ethics violations, fraud, waste, abuse, and corruption involving city officials, employees, and contractors.
  • Prosecute ethics violations before the Ethics Advisory Commission.
  • Issue subpoenas to obtain critical witness testimony and documentary evidence.
  • Provide advisory opinions to city officials and employees on ethics and compliance matters.
  • Present investigative reports to the Ethics Advisory Commission, City Council, City Attorney, City Auditor, and City Manager.
  • Develop and implement procedures that ensure legal, fiscal, and ethical accountability within city government.
  • Promote ethical standards and awareness through training and education initiatives as well as identifying and implementing best practices for ethics.

Qualifications:

  • Education: Bachelor’s degree in business, accounting, finance, or a related discipline, OR an equivalent combination of education and experience totaling at least four (4) years. A master’s degree or JD is preferred.
  • Experience: Minimum of 10-15 years in auditing, accounting, or finance, preferably within the public sector, with at least five (5) years in a senior management/supervisory role.
  • Preferred Certifications:
    Certified Public Accountant (CPA)
    Certified Internal Auditor (CIA)
    Certified Fraud Examiner (CFE)

  • Strategic Oversight: Proven ability to manage complex investigations and compliance operations. Strong organizational skills to establish efficient processes, prioritize investigations, and allocate resources effectively.
  • Analytical Expertise: Strong research, problem-solving, and critical thinking skills. Ability to assess financial records, identify discrepancies, and interpret data to uncover potential violations or irregularities.
  • Communication Proficiency: Exceptional written and verbal communication skills. Must be able to convey complex legal and ethical matters clearly and persuasively to a variety of audiences, including government officials, legal professionals, and the public.
  • Commitment to Equity: Ability to build relationships with diverse community groups and ensure fair and unbiased application of ethical standards across all levels of government.
  • Training and Development: Experience in developing and conducting ethics and compliance training programs to educate employees, officials, and business partners on ethical conduct, regulatory requirements, and best practices.
  • Legal Acumen: Understanding of municipal, state, and federal regulations related to ethics, fraud, and public accountability. Capacity to provide legal interpretations and guidance on compliance matters.

Compensation & Benefits:

The starting salary range is expected to be competitive with the marketplace and experience with the salary range starting at $200,000 DOQ/E. The City of Dallas provides a comprehensive benefit package that includes health benefits, pension, paid time off and holidays. The position is exempt from the provisions applicable to civil service, pursuant to Chapter XVI, Section 9 of the Dallas City Charter.
