Webinar: Innovation in Oversight: Expanding the Reach of the OIG Through the Use of Integrity Monitors

Apr 22, 2026 • 14:00pm

The Association of Inspectors General is proud to present the webinar, Common Fraud Schemes and Emerging Trends in Large Capital Projects, taking place virtually via Webex on Wednesday, April 22, 2026, from 2:00 pm - 3:30 pm (Eastern Time) / 1:00 pm - 2:30 pm (Central Time) / 11:00 am - 12:30 pm (Pacific Time).

Program Description:

Large capital projects such as transportation, infrastructure, energy, and public facilities—present unique fraud risks due to their size, complexity, long duration, and reliance on layered documentation and delegated authority. This session examines the most common fraud schemes observed in large capital projects, including corruption, billing manipulation, payroll schemes, and document-driven concealment tactics that allow fraud to persist undetected for years.

Learning Objectives:

Drawing on recent data, real-world case studies from government investigations, and forensic accounting experience, the presentation will explore how these schemes develop, why traditional controls and audits often fail to detect them, and where inspectors general, auditors, and investigators can intervene earlier. Emphasis will be placed on practical prevention and detection strategies, and red flags in project documentation.
