Program Description
As public agencies manage historic levels of infrastructure investment in a changing government landscape, the demand on oversight entities - particularly inspectors general - has never been greater. With the surge in federal infrastructure funding over the past several years, inspectors general are under pressure to provide oversight of increasingly complex and high dollar projects with limited staff and resources. Integrity monitors offer a modern, adaptive oversight tool that supplements the bandwidth of IG offices, allowing for enhanced coverage without compromising independence or accountability. By embedding real time risk mitigation and compliance monitoring directly into project lifecycles, integrity monitors serve as force multipliers - enabling IG's to detect issues early, intervene more strategically, and preserve resources for high priority investigations. This model represents a forward-thinking approach to oversight that emphasizes prevention, transparency, and agility. This session will explore how integrity monitoring can serve as a strategic risk-based supplement to the IG function -particularly in oversight of large-scale, high-risk construction and infrastructure projects.
Participants will learn how integrity monitors operate, where they add the most value and how IG offices can structure, manage, and integrate monitoring programs without sacrificing independence. Real world examples will illustrate how proactive monitoring helps detect risk early, prevent fraud and improve project outcomes while enhancing public trust.
This session is designed for inspectors general, senior oversight staff and other OIG staff responsible for oversight of infrastructure construction seeking innovative practical ways to meet their mission under increasing external pressures. By the end of the session, participants will understand how an IM can act as a force multiplier for their office, allowing them to uphold integrity and accountability without stretching their internal resources too thin.
