The Association of Inspectors General has issued the following letter to leadership in Miami-Dade County regarding proposed legislation affecting the County’s Office of Inspector General.
As the national standard-bearer for integrity, independence, and professionalism in the inspector general community, AIG carefully reviews proposals that may impact the effectiveness of government oversight. The Association encourages thoughtful consideration of amendments related to inspector general qualifications and the composition of the selection committee to help ensure continued public trust and accountability.
The letter offers guidance grounded in nationally recognized principles and best practices for offices of inspector general and affirms AIG’s readiness to serve as a resource to County officials.

The Association of Inspectors General (AIG) is an independent, nonpartisan 501(c)(3) nonprofit organization that represents thousands of members working in hundreds of offices of inspector general (OIG) across all 50 states, U.S. territories and internationally. For more than 30 years, AIG has worked to advance government integrity and accountability, and to promote excellence among OIGs, including publishing and promulgating the Principles and Standards for Offices of Inspector General (AIG Green Book)—widely recognized as the industry standard of principles and best practices for OIGs at every level of government.
AIG is reviewing recent developments regarding the Miami-Dade County OIG, including the proposed amendments to Section 2-1076 of the Code of Miami-Dade County, File #252448, noticed on the Commission Agenda for December 16, 2025. Among other amendments, the proposed legislation changes the qualifications for the Inspector General and the makeup of the Ad Hoc Selection Committee (Selection Committee) responsible for advancing an Inspector General candidate.
The background requirements for an Inspector General are paramount to the success of any OIG. AIG is concerned any time the qualifications for an Inspector General are changed in a way that may unintentionally result in a pool of candidates without experience directly relevant to government oversight work. Additionally, AIG is concerned by the inherent conflict of interests that would result by adding a member to the Selection Committee who is directly subject to oversight by the Inspector General.
Based on our 30+ year history of establishing and promoting OIG quality standards and best practices, AIG encourages further consideration of the proposed amendments to the Code of Miami-Dade County related to the qualifications of applicants for the Inspector General role and makeup of the Selection Committee.
AIG has worked with legislatures and governing bodies for more than a decade to support the creation and/or continued development of independent, effective and efficient OIGs. We are well equipped to support and engage in discussions on various topics, including OIG operational and administrative best practices, selection processes and qualifications for inspectors general, transparency and independence.
AIG stands ready to provide counsel or recommendations based on best practices related to the proposed code amendments, and to support Miami-Dade County officials in this effort if requested.
