This position is located within the USCP Office of Inspector General (OIG) and will report to the Deputy Inspector General. Specifically, the incumbent will be responsible for all USCP OIG data analytic efforts in support of OIG audits, inspections and evaluations, and investigations. The incumbent will also be responsible for assisting the Deputy Inspector General in developing and monitoring data metrics across the OIG.
The incumbent of this position conducts independently difficult assignments that typically involve interrelationships between and among programs, systems, functions, policies, and various issues. The data analytic efforts conducted may involve financial records, personnel records, investigative data, timekeeping data, etc. and will assist in OIG’s mission of detecting fraud, waste, and abuse.
Serves as a Data Scientist for the USCP OIG, in support of the Deputy Inspector General and respective colleagues. The incumbent is responsible for researching, assessing, evaluating, and realizing useful and valuable emerging technologies and techniques that can progress the analytic capabilities and offerings across the OIG. This position will provide thought leadership in enabling data science work that requires application of data mining techniques, model development, statistical analysis, predictive analytics, text analytics, machine learning, artificial intelligence and other emerging technologies, to support OIG’s oversight of USCP programs through audits, inspections and evaluations, investigations and civil enforcement actions. Regularly collaborates with other OIG elements to identify new opportunities and enhancements regarding data analytics. Regularly works with data and provides constructive, actionable feedback. Maintains expertise in developing scalable, reliable, cost-effective, and performant machine learning pipelines in a modern cloud architecture.
Works with OIG leadership and liaisons to create a plan to increase the advanced analytics, data science, and programming skills across the OIG analytics community. Identifies high-value 3rd party training resources towards this same goal. Promotes the use and understanding of advanced analytics across the organization. Produces white papers and other appropriate products that explore analytic topics of interest across the OIG.
Keeps up to date with latest technology trends and data science methods through appropriate training, education, and research. Research emergent data analytics, knowledge management trends, and technology developments from government and industry, to develop recommendations for improvements to the Department’s programs and OIG tools, techniques, practices and approaches. Continuously works to expand their own skills and knowledge at the frontiers of data science. Uses rigorous experimentation and rapid prototyping to develop new techniques and novel applications of trusted techniques to tough analytic problems. Establishes and maintains relationships with academic programs and other organizations dedicated to advancing analytics and AI.
Leads or collaborates with appropriate staff in creating advanced analytic products, such as complex analyses and AI algorithms. Writes software to implement advanced algorithms as required in particular projects. Researches and develops statistical learning models for data analysis, advancing analytic methodologies, as well as collaborating with OIG customers and stakeholders to devise innovative analytic solutions. Reviews analytic results and methods produced by OIG analytics staff for applicability and correctness.
