Ellen Nachtigall Biben will serve as New York State Inspector General. Ms. Biben was appointed Special Deputy Attorney General for Public Integrity in the New York State Attorney General’s Office in February 2007. Ms. Biben supervised numerous public fraud and corruption investigations including Troopergate and the pay to play scandal involving the State Comptroller’s Office. Prior to joining the Attorney General’s Office, Ms. Biben served as an Assistant District Attorney in the New York County District Attorney’s Office for more than 10 years, the last five years as Deputy Bureau Chief of the Rackets Bureau where she investigated and prosecuted organized crime, money laundering, tax evasion, public corruption and other forms of racketeering. Prior to her tenure at the New York County District Attorney’s Office, Ms. Biben was a litigation associate with Sullivan & Cromwell and a law clerk to the Honorable Alan H. Nevas of the United States District Court for the District of Connecticut. Ms. Biben received a B.A. from Wesleyan University, where she was captain of the varsity swim team, and a J.D. from the University of Southern California Law Center, where she was executive editor of the Law Review.

She has fought corruption, prosecuted white collar criminals, brought down organized crime operations and held public officials accountable for their abuses of power. She will make an excellent Inspector General and I congratulate Governor-elect Cuomo for making a smart, responsible selection for such an important post,” Former Chief Judge of the State of New York Judith M. Kaye said.
