Ken Bramlett was appointed as the Inspector General for the Los Angeles Unified School District (LAUSD) in 2013.   In this position, he has oversight of a $9 billion operating budget and programs that serve approximately 735,000 students, both K-12 and adult learners, and approximately 60,000 employees.  Over the past three years, he has supervised several high profile audits and investigations that have resulted in criminal prosecutions as well as millions of dollars being returned to the District. He also works closely with the Council of Great City Schools to provide training for auditors and Inspectors General who work in the largest urban school districts.

Kim Chatelain

Ms. Chatelain was appointed the 1st Assistant Inspector General for the newly created Jefferson Parish Office of Inspector General (JPOIG) in September 2013.  As the 1st Assistant, Ms. Chatelain provides legal counsel and direction across all areas of operations, audit and investigation, as well as provides program oversight and administration.  Among her most signifiancant contributions, Ms. Chatelain led the initiative to develop a comprehenseive manual of policies and procedures which cite to and directly correspond with the Association of Inspectors General (AIG) Green Book standards.

Mr. Gallant holds a law degree from the University of Sherbrooke and a master’s degree in Law from the University of Quebec in Montréal (UQAM). He has been a member of the Quebec Bar Association since 1990.

In office since February 2014 as the first Inspector General in Canada, his mandate is to promote integrity, and prevent and combat fraudulent tactics as part of the awarding and execution of contracts for the City of Montréal and related agencies.

Palm Beach County, Florida

Roger Trca is the Inspector General for the Clerk & Comptroller’s Office in Palm Beach County, Florida. He joined the agency in 2007 as the Audit Director. In 2009, he led the efforts to transition the Audit Services Division into the Division of Inspector General. The office was named an Accredited Office of Inspector General by the Commission for Florida Law Enforcement Accreditation in February 2011.

The Clerk & Comptroller’s office, established in 1838 by the Florida Constitution and lead by an independently elected officer, is charged with safeguarding public funds and public records. The Division of Inspector General conducts audits and investigations of the Clerk & Comptroller’s handling of the more than one thousand different functions performed on behalf of Palm Beach County’s 1.4 million residents.

David Harper

David Harper was appointed as the Inspector General by the City Council of Albuquerque and assumed the position in June 2016.  He serves a City of more than 560,000 citizens and provides oversight of all City of Albuquerque elected and appointed leaders, as well as all Departments and more than 6,000 employees.  Prior to his current position, David served as a Special Agent for 35 years with the Air Force Office of special Investigations (AFOSI), where he specialized in white collar criminal investigations.His most recent position was Chief, Economic Crime Desk for OSI, at Quantico Marine Corps Base, VA, where he provided oversight and global support to fraud and public corruption investigations at more than 200 locations worldwide.
