General: This position is responsible for supervising and coordinating the financial compliance activities of the Program Integrity Section of the Division of Food, Nutrition and Wellness. As the Director for Program Integrity, the position’s incumbent will ensure compliance with federal cost principles and financial management standards to promote accountability and integrity in division programs, activities and functions.
Provides leadership and supervision to the Program Integrity Section. Establishes section goals and objectives that support the division’s mission and performance measures. Ensures all staff functions and procedures are documented, performance expectations are up-to-date with appropriate measures, and backup staff are sufficiently trained. Communicates with, motivates, provides or coordinates training, and directs the work of his/her subordinates. Completes timely performance appraisals, develops accurate work plans, and approve attendance and leave for each of his/her direct reports. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.
Supervises and assists in the fiscal evaluation and risk assessment of applicant sponsors and recipient agencies to determine financial viability to participate in the division’s Child Nutrition and Supplemental Food programs. Supervises and examines financial records to determine compliance with federal regulations. Oversees technical, analytical reviews and evaluations of audits of program sponsors and recipient agencies conducted by contract CPA firms and state auditors, and the issuance of any resulting management decisions. Makes recommendations of internal control procedure improvements to applicants, sponsors and recipient agencies.
Supervises and assists with financial examinations of program sponsors and recipient agencies to detect or deter misuse of program resources and fraud or program abuse. Oversees liaison between examiners/analysts and program sponsors or recipient agencies regarding examinations. Supervises detailed aspects of examination work and reviews and evaluates findings while assuming responsibility for correctness. Confers with Bureau Chief regarding preliminary findings of examinations. Directs and assists examiners/analysts with developing reports of financial examinations and ensures that reports and related workpapers are submitted to the Bureau Chief at the conclusion of the examination. Compiles evidence to be used in appeals or administrative hearings and testifies when required. Tracks complaints or allegations of fraud or program abuse and refers for financial examination to determine if program violations have been committed.
Supervises and examines claims for reimbursement and requests for payment to assess completion and validity. Confers with program sponsors and recipient agencies about improper claims for reimbursement or requests for payment and initiates discussions regarding settlement agreements to reimburse the division for any improper payments. Tracks and monitors collection activities to ensure improper payments are being repaid as agreed upon.
Stays abreast of changes and interpretation in the Child Nutrition and Supplemental Food program regulations. Reviews regulatory policy directives and formulates procedures for implementation of such policies that relate to program integrity. Provides guidance to staff, sponsors, recipient agencies and all stakeholders regarding the financial compliance policies and procedures and resolves related issues and concerns.
Responsible for reports, travel and voucher approvals, correspondence and other administrative duties associated with this position and special tasks. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
Assists with the emergency management functions of the division during periods of disaster. Performs other related work as required.
