POSITION SUMMARY: Subject to management approval and under the direction of the Deputy Inspector
General – Executive Projects, serves as the External Compliance & Outreach Manager. This position
involves designing, implementing, and/or overseeing State Officials and Employees Ethics Act (Ethics Act)
trainings and compliance work at multiple State agencies, universities, and regional transit boards. This
position requires an individual to develop an expertise in sexual harassment, harassment, and
discrimination laws and the Ethics Act, in order to provide guidance and direction to outside entities. As
needed, this position may include developing additional compliance and training initiatives for outside
entities. This position requires a team-player with a proactive, creative mindset, who is self-motivated and
can work autonomously as well as with the management team to further the Office goals. This position may involve working with information of an extremely sensitive and confidential nature.


1. Develops the annual ethics trainings that are distributed to State employees. Ensures training
incorporates best practices, uses innovate strategies and platforms, and adheres to statutory
requirements so State employees can understand their obligations pursuant to ethics laws and rules.
Works with other OEIG personnel to ensure the trainings comply with relevant statutes and incorporate
recent trends. Works with the Department of Innovation and Technology to ensure the trainings are
accurately and timely deployed through appropriate training platforms. Works with management and
supervisors as part of a collaborative approach to set priorities and develop and monitor Ethics Act
2. Develops, implements, and/or oversees other trainings either mandated by the Ethics Act, or in the best
interest of State employees.
3. Monitors State agency compliance in developing Ethics Act trainings. Reviews proposed training
course materials developed by other State agencies, universities, and regional transit boards to ensure
their consistency with the Ethics Act, relevant laws, standards, and administrative rules. Balances
multiple deadlines throughout the training periods. Responsible for keeping supervisors informed on
the status and developments in training and compliance functions.
4. Monitors agency progress on completing trainings through submissions of compliance reports. Works
with State agencies to ensure compliance with administering trainings. Recommends State agency or
OEIG actions for non-compliant employees.
5. Coordinates with OEIG staff working on State employee ethics and harassment, sexual harassment,
and discrimination prevention training to develop administrative procedures designed to ensure that the
OEIG’s oversight of these trainings occurs in a consistent manner.
6. Initiates and engages in outreach to promote the mission and work of the OEIG, which may include
creating and developing materials and/or presentations to be provided to State agencies and other

laws, administrative rules, and policies related to the Ethics Act’s ethics and harassment, sexual
harassment, and discrimination prevention training.
8. May function as the OEIG’s liaison to the EEC, the Office of the Attorney General, State agencies,
State public universities, regional transit boards, and ethics officers with respect to State employee
training and to ensure professional cooperation, and attainment of goals and objectives. Provides
orientation training to new ethics officers as needed.
9. Assists, when needed, with administering and ensuring compliance with the internal OEIG office
training, including the ethics, harassment, sexual harassment, and discrimination prevention, and any
other required trainings for all OEIG employees.
10. May assist, when needed, in the production of the OEIG’s monthly newsletter, the OEIG annual report,
mandated reporting, and in investigations by drafting or reviewing summary reports or conducting other
necessary investigative work.
11. As needed, manages assigned subordinate staff to drive optimal productivity, quality, consistency,
timeliness, accuracy, and prioritization of assignments.
12. Ensures timely compliance with all personnel policies, including but not limited to Daily Time Reports,
attendance records, and training initiatives.
13. Facilitates hiring, performance evaluations, professional development, and disciplinary actions for any
and all subordinate staff.
14. Performs other duties as required or assigned which are reasonably within the scope of the duties
enumerated above.

ABILITIES & SKILLS – To be successful in this position, the External Compliance and Outreach
Manager should have the following:
• ability to interpret laws, policies, rules, and regulations, and translate related concepts into training
materials and written policies and procedures;
• ability to develop creative and original materials to use for training and outreach;
• excellent interpersonal, analytical, research, writing, organizational, presentation, problem-solving
and communication skills;
• demonstrated ability to manage multiple concurrent projects and deadlines;
• ability to make supportable decisions based on legal precedent, policies, procedures, and/or
• ability to work autonomously and in a team environment;
• ability to communicate clearly and concisely, orally and in writing, including the ability to prepare
and deliver presentations to small or large groups;
• high personal ethical standards and the ability to work appropriately with sensitive and confidential

• familiarity with computers, photocopiers, telecommunication equipment, and videoconferencing

REPORTS TO: Deputy Inspector General – Executive Projects

SUBORDINATE POSITION: As assigned, including the External Compliance and Outreach Administrator.

• Bachelor’s degree in education, public administration, or a similarly applicable field, or
demonstrated knowledge, skill, and equivalent experience to four years of college.

• law degree, or master’s degree in education, public administration or business administration, or
equivalent experience;
• a minimum of three years of experience as a compliance officer, compliance manager or similar
position, or as an attorney responsible for compliance functions, preferably in the area of ethics,
harassment, sexual harassment, or discrimination;
• three years supervisory experience and the ability to manage business processes through the
utilization of performance metrics;
• demonstrated knowledge and understanding of ethics, sexual harassment, harassment, and
discrimination laws and compliance;
• experience developing and administering training;
• knowledge of Microsoft Office Suite (Excel, Word, Outlook) and other applications; and
• experience in the use of other computing software, including photography editing software, and
data management software.

JOB STATUS: Full-time, FLSA exempt. This position is also exempt from the State of Illinois Personnel
