The Police Oversight Monitor (Oversight Monitor) leads the operations of the Office of the Police Oversight Monitor (OPOM). Reporting directly to the City Manager, this role provides impartial and unbiased civilian oversight aimed at preventing inefficient and unlawful police operations. The Oversight Monitor continues to set the operational philosophy of the Office and develops and maintains standard operating procedures to ensure all matters are handled in a thorough, objective, fair, and impartial manner. This work includes evaluating all Police Department programs, projects, processes, procedures and systems, and ensuring that all service offerings are compliant with federal, state, and local laws, regulations, and codes.
The Oversight Monitor receives and processes public complaints concerning police employees, maintains confidentiality in compliance with state and federal law and the City’s Meet and Confer Agreement with the Police Union, and conducts initial interviews with complainants. The Oversight Monitor will explain police policies and procedures to complainants and may accompany complainants to the Internal Affairs Intake Office.
The Oversight Monitor performs ongoing quality assurance functions, including analyzing complaint trends and recommending changes to police policy, practices, and training. They also analyze and verify reporting trends in completed police employee disciplinary decisions, all with the goal of identifying systemic changes that improve police services to the community.
The Oversight Monitor works to enhance community relationships and builds trust through community engagement opportunities. They proactively provide the community with reports related to the work of police oversight and auditing. Further, the Oversight Monitor develops reports highlighting the work of the Office and presents any findings and recommendations to the City Manager, Fort Worth City Council, Police Chief, and the community. The Oversight Monitor leverages data and utilizes information in reports to recommend visionary practices that streamline and enhance civilian oversight in policing.
Minimum requirements include any combination of education and experience equivalent to a bachelor’s degree from an accredited college or university with major course work in labor/employment law, mediation, human resources management, business or public administration, or a related field and including four years of administrative and supervisory responsibility. Experience in Police monitoring, civilian oversight administration, and procedural justice is strongly desired.
Preferred qualifications include any combination of education and experience equivalent to a master’s degree from an accredited college or university with major course work in labor/employment law, mediation, human resources management, business or public administration, or a related field and including four years of administrative and supervisory responsibility.
Compensation and Benefits
The expected hiring range is $180,000 – $222,000 depending on qualifications.
