Ronald P. Calvosa, CFE
Ronald P. Calvosa, a Certified Fraud Examiner, is a Program Manager with the Office of Inspector General for the Port Authority of New York & New Jersey. Since October 2007, Calvosa has been responsible for managing the fraud prevention program for the redevelopment of the World Trade Center site. Specifically, Calvosa supervises integrity monitors who are overseeing the Port Authority’s myriad of projects at the World Trade Center site. In addition, Calvosa coordinates all vendor integrity checks for all vendors/contractors seeking to obtain contracts and receiving contracts to work at the WTC site; works with a task force of federal, state, and local inspectors general who are assisting with conducting checks of contractors, and conducting audits and investigations pertaining to all WTC projects. Calvosa also assists others with other WTC issues (e.g., screening of construction workers, conducting Integrity Awareness Training for contractors working at the site, etc.). Moreover, Calvosa supervises work of investigators and/or forensic auditors investigating instances of waste, fraud and abuse by employees of the Port Authority or firms doing business with the Port Authority pertaining to WTC projects.
Previously, Calvosa was the director of fraud prevention of the Lower Manhattan Construction Command Center from July 2005 to October 2007. Calvosa was responsible for the development and implementation of a fraud prevention program, including the establishment of a complaint hotline, for Lower Manhattan construction projects. To accomplish this goal, Calvosa worked with the inspectors general for agencies that are performing construction work or providing funding for Lower Manhattan projects as part of the Lower Manhattan Construction Integrity Team.
Before becoming fraud prevention director of the Command Center, Calvosa was an inspector general employed by the New York City Department of Investigation (“DOIâ€) and worked within New York City’s Inspector General Program from 1982 to 2005. Calvosa most recently served as DOI’s inspector general for the New York City Departments of Transportation; Design and Construction; and Small Business Services. He has extensive experience in conducting and managing investigations involving construction, contract, and procurement fraud. Calvosa also served as inspector general for the Department of Citywide Administrative Services from 1996 to 1998.
Prior to his appointment as inspector general, Calvosa was first deputy inspector general for the Department of Transportation; deputy inspector general for the Department of General Services; and assistant inspector general for the Department of General Services. Calvosa began his career with New York City as a confidential investigator for the Department of Sanitation in 1982.
Before joining New York City government, Calvosa was a special investigator and confidential clerk with the New York State Special Prosecutor for the New York City Criminal Justice System from 1979 to 1981.
Calvosa holds M.A. and B.A. degrees in criminal justice from John Jay College of Criminal Justice (City University of New York). He is a member of the Association of Inspectors General and is a Board Member of the New York City Metropolitan Area Chapter. He is also a member of the Association of Certified Fraud Examiners.
He is the recipient of the Graduate Studies Award for Excellence from John Jay College. He has also received numerous awards from DOI, including an Outstanding Achievement Award, for his outstanding investigative work on major and significant investigations. In addition, as a member of a federal construction fraud task force, Calvosa has received public service awards from the United States Attorney’s Office for the Eastern District of New York; a “Thanks a Million†award from the Honorable Norman Y. Mineta, United States Secretary of Transportation; and the Award for Excellence from the President’s Council on Integrity and Efficiency.
