Robert Joyce has more than 29 years of experience in supervising and conducting investigations of criminal activity, corruption and misconduct by public officials, contractors and vendors. Robert began his career with the City of New York (the City) as a Confidential Investigator and progressed to the position of Associate Commissioner with the City’s Department of Investigation (DOI).
During his career, Robert has been responsible for hundreds of arrests, and the return of an incalculable amount of money to the government’s coffers. In one real property tax fraud case alone, 19 people were arrested and $19 million dollars was returned to the City. Robert was the supervising investigator of DOI’s major investigation, which led to the arrest and conviction of a former City Police and Corrections Commissioner.
At various times, Robert has been assigned to investigate government agencies which cover the areas of Finance, Administration, Civil Service, Consumer Affairs, Parks, Parking Violations, Computer Security, Transportation and Economic Development. In addition to his investigative and management duties, Robert served as the Co-Chairman of the DOI Training Committee, and was a member of the DOI Peace Officer Committee.
Robert is currently a Supervising Police Investigator with the Office of Inspector General for the Port Authority of New York & New Jersey. Robert contributed significantly to the investigation of fraud and criminal activity at the former Deutsche Bank Building Deconstruction Project in Lower Manhattan. This investigation has resulted in the arrests of several individuals who engaged in a variety of multi-million dollar frauds.
Robert is a Certified Fraud Examiner, and is the elected Secretary of the New York City Metropolitan Area Chapter of the Association of Inspectors General, and a member of the American Society for Training and Development. Robert is a frequent lecturer on various topics in the field of investigations, and is a noted speaker on the topic of construction fraud.  He is currently studying for his Master’s Degree in Public Administration at Fairleigh Dickinson University.
